Soldier Course window sill

I'm currently looking at buying a house which has a soldier course of bricks below the window with no separate window sill. I'm aware that most concrete or brick sills have a groove to cause drips and prevent water running back to the wall. The soldier course however is flush with the external wall. There appeared to be a slight issue with damp below the front window though many houses on the street have the same design.

can anyone tell me if this is likely to be an issue.

I'm sure if it is a problem then a bit of waterproofer on the bricks below would sort it.

I certainly wouldn't let this stop me buying an otherwise ok house.
