To stop those unruly electrons from floating away?I prefer to remove unused MCBs. And why do people feel the need to keep unused ones “off”

In view of the rather strange definition that has crept into BS7671, you probably need to be careful about your use of terminology. I presume you mean that if the CU were used without the strap, the fact that it wasn't being used "as designed and supplied" would mean that it was technically non-conformant - since BS7671 now says that a non-conformity is only a non-compliance if it poses a dangerHowever without it, it's not 'as designed and supplied' by Contactum and without it's technically non compliant.
