Would you need a blockade? I think MBK said previously that there is plenty of time to intercept each boat as required because they go very slowly and are easy to track.
Intercept to rescue = OK,
Intercept to push back = illegal and endangers lives.

Why would you want to sink them? Surely MBK has a much better sollution to the problem. I would say shooting the boat is too extreme unless it is carried out to stop it rather than to sink it.
