A) Rescuing people in distress in French territorial waters and taking them back to French soil is non-innocent passage and the French have the right to prevent it.
B) A vessel not in French territorial waters may not enter French territorial waters to assist a Vessel in distress if it suspects they are illegals as this is not innocent passage
