Yes. Visual inspection is a very large part of an EICR, as huge numbers of problems would never be found by testing.
All of these would be usual things on an EICR, and any one of them would have identified the damaged switches/FCUs.
- checking that switches operate as intended
- that fuses in FCUs and other places are the correct value
- removing at least some of the switches/sockets/others to inspect the terminations/wiring
