I've mapped out the available tarrifs and the main anticipated panel heater usage, and it seems that the most logical way is still to favour the storage circuit when available and switch to the 24hr circuit when not (as there's only a half hour in the morning when the off-peak 24hr supply is the most economical choice and the majority of the times the panel heater would be active is when the storage heater supply is available and the 24hr rate is at peak).
I could also program the heater to come on earlier in the morning to get the room up to temperature on the off-peak 24hr tarrif, and have a boost between 16:30 and 17:30 to make use of the storage circuit availability
