I frankly doubt that they would do that deliberately. However, if one formally complained about excessive estimates/bills, they would surely be obliged to obtain an accurate meter reading?
In fact, if they are repeatedly bumping up the DD, the estimates must be progressively more and more excessive, which is even worse.
