The previous owner has set up this way for some reason. I suspect because of the underfloor heating in the open plan kitchen, which uses the boiler rather than electricity. There are 2 pumps, one to the radiators, hot rails and hot water cylinder etc and the other to the underfloor heating.
Heating partial load in the book, just another way of saying range rating. In layman’s terms, tell the boiler what Kw rating you want it to run at based on each rad/UFH Kw rating.
