Streetlight connected to my Meter

The armoured cable's to the outbuilding has been lashed up and is dangerous. The armour has been chopped just inside the enclosure and the cable is in no way big enough to be fed directly from the 100A cutout.

As said it needs protecting. I suspect the outbuilding is just as dangerous.

The lack of meter seal and the cowboy attitude to unsheathed cables (you should not see blue or brown) means this was done by someone who knows little about what they're doing.

You need an electrician round ASAP, to stop anyone in the outbuilding killing themselves.

Does that mean the feed to the streetlight is a fire risk?
 
Looks like there was a timeswitch in your meter cupboard at one time - which should explain the taped up 'tails'. Did/does the property have electric (night storage) heating or an immersion heater for hot water? If you have then the lack of connected second tails is the explanation (in my opinion).

Is the meter dual rate?

I don't see any anti-tamper wires on the supply fuse or meter connections. Who cut them off. Have you had any electrical work done in recent times.
 
The potential lack of earthing is a big safety issue, less so the exposed insulation on the tails.

Hopefully the house and the outbuilding are TT. EM20006 - can you show us a photo of the consumer units, showing any earth cables?
