Structural engineer V technician

Can somebody please tell me what is the difference between a structural technician and structural engineer?
When getting calcs done for steel/timbers/footings etc should/is a tech sufficiently qualified to do these and would it be accepted by BC?

It doesn't matter what their job title is only if they are capable and whether they are insured to do so.
 
Thanks. of course indemnity insurance is the key. So can I presume that indemnity insurance is available to techs in the same way as to engineers?
Or Architect : architect technicians?
 
Golden rule : "Assume nothing" Ask to see their indemnity insurance document if you consider you may wish to rely on it. "Honest guv, I'm insured" means tiddly squat when it comes to making a claim.
