So you guys think it's OK to have that great length of cable from the external cut-out without fusing down?

If it is the householder's responsibility, then no its not ok.

But if it turns out to be the DNO's responsibility, then its ok because they can do what they want.

The cable coming into the first cutout is the same size. That aint fused at all, apart from the substation fuses.

meter tails are both double insulated..

the henly block cover is broken and needs replacing..
