Terrible Pointing - Can This Be Fixed?

Currently trying to figure out what to do with the brickwork underneath an old bay front window. It's in a right state, as you can see in the photos. Someone has attempted to do some patchy repointing previously, obviously using the wrong mix and concrete all over the brickwork.

My question is, can this be made to look decent again by chasing out and repointing the whole lot? Or better to just render over it? Although the rest of the house will remain as brickwork, so that might look a bit odd.

Hoping for some advice on the best way forwards.

Dynamite or an angle grinder are the options.

Render only if the dynamite does not work.
