Improved rates of detection - the likelihood of getting caught is a good deterrent.
Effective imprisonment and (if appropriate) counselling/treatment/re-education to prevent re-offending upon release.
Tricky to see how the threat of being killed is going to deter people prepared to kill themselves in terrorist attacks anyway.
I'm not the one who needs it - I don't have violent and murderous desires....
