If that wall next door had been up with no problems for years, then there is no reason why that foundation depth should not be suitable for your wall.

but whether its satisfactory in BCs eyes is another matter entirely.
My house has been up for 120 years on a 3 course corbelled foundation built straight onto the ground, but would that be deemed suitable nowadays.
Where I live, hitting bedrock is the only reason BC will let you go less than 1m regardless of whether you hit suitable ground before
