Thermostatic valves

Okay, probably a dumb question, but ...

I've just had new CH installed. I notice that the thermostatic valves are not installed the same way round on every radiator. On some, the valve is where the hot comes in, on others, where it goes out.

Is this acceptable? Does it make any difference?

Th system does work, although the rads are surprisingly noisy, making a lot of tinkling noise. One in particular is very prone to a lot of air, although it's not the highest in the system.

I notice since installation that the bathroom sink taps and toilet cistern now sing sometimes, requiring turning on/off to stop it.
