TO change a boiler do you have to be a CP / Gas Safe ?

I'm having an argument on another forum. I think you have to be a 'competent person' on a recognised scheme, or a Gas Safe registered. If you are not a member of a CP scheme, then building controls is notifiable, yes?

They claim that being a 'competent person' simply means asking the right questions (of knowledgeable folk) until you are 'competent'. ie that anyone can do it.

Am I right?[/i]

Above is what i knew.
I looked a changing mine myself but the trouble I would have is getting the boiler checked off, As whom in there right mind would sign off someone else's work without knowledge of them.
In the end i paid a mates lad £300 to fit the thing, he had all the gear to do the pipe work etc
I was quoted £200 to sign off my work plus all the stuff that i would have needed,
I went for the weekends Overtime and pay someone else
