treatment for outhouse tank?

My cabin has an outhouse that sits on top of a concrete tank. It was new when I bought it and was fine for years. Well last year I notcied it really starting to smell. I also store my bbq grill and lawnmower in there and noticed mold on them that hasnt happened before. What treatment can I use to treat it? I read that lime can be used in outhouses but I think that was for ones dug into the ground and not on a tank.
