Does Water incoming have to be bonded if pipes from it are plastic? What about if further up the line the go back to copper? Problem is the stop cock comes under floor which is tiled and into wall which is tiled, with only the turny bit sticking out. Would the tiles have to be taken off and half the wall knocked out to get a earth strap on it?

If both the customer and water suppliers pipes are all plastic / PVC there isn't a need to bond.
If the incoming section is metal- copper or lead then that should be bonded. If you have a section thats metal from the supplier side and you have a section beyond the stop cock that is also metal both should be bonded.
10mm earth, one run but terminated at the two metal points. The mid termination between MET and final termination should be unbroken (so just strip back a loop to go under the earth strap.

new to the game raises an interesting point here, as all exposed metallic parts have to be bonded(or is that just supplementary bonding), then surely that would apply to a metal stop cock even if the pipes are plastic, so getting a reliable bond onto a stop cock would be difficult especially if as he says it is part buried into the wall(don't know if that is against any plumbing regs or not).
