Turning off water supply to change w/c & sink

I am trying to change my existing w/c and sink in my ensuite. I have turned off the water supply at the mains and also at the hot water tank and turned on all the taps in order that I can remove them.

The hot water supply drained pretty quickly, but the cold taps are still running (albeit very slowly) after 6 HOURS!! I am constantly flushing the toilet but it keeps filling (again slowly, but constantly).

Help?!!

Stop cock has jammed open - you may therefore have to turn the main supply off at the street. While your at it, replace the existing stopcock, or install one just above it.
