please forgive me if i sound dumb with this question!!:

but is twin and earth wire, just a name for live, neutral and earth all in 1 3-core wire??!!

we don't call it 3-core

note the earth wire is not insulated under the sheathing.

you can get 3-core flex (edited, as holmslaw says) with all 3 cores insulated, and other 3-core cables, also 3-core and earth

Why is the earth wire not insulated in T&E?

If you always sleeve it at termination why do the manufacturers not insulated like L and N?
 
one of the reasos is that if you accidentally damage a cable e.g. by cutting or nailing it, the tool you use is more likely to come into contact with the bare earth conductor, allowing the fault to run (relatively) safely to earth.
 
There is also some pressure from earth sleeving manufacturers for the earth wire to remain bare in the cable. Keeps them in business don't ya know
 
IIRC, the regs say that live conductors (ie line & neutral) must be double insulated. CPC (earth) does not need to be double insulated.
