UK MOT legalities

Gosh! I've had a bit more of a look round online and it IS a current document! (Last updated Feb this year).

https://assets.publishing.service.g...1005624/categorisation-of-vehicle-defects.pdf

And, just like the one you posted up, it is split into HGVs, agricultural, cars and bikes. Cars start on P. 149. What's more, when you look at some of the ones with an "I" next to them (i.e. cannot be driven any further), they're actually pretty harsh! For example:

Headlamp aim too high or too far to the right Likely to cause dazzle when use of dipped headlamps is compulsory. (I)

Obligatory reflector missing/deteriorated/incorrectly Detachment imminent. (I)
fitted/obscured/insecure/defective/damaged.

Any registration plate insecure. Likely to become detached. (I)

I mean.... REALLY...?!

OK, some of them (like "wheel missing") are probably a fair cop, but those sound spectacularly petty for the "I" category.
I need to find out whether an MOT tester can issue a prohibition or whether it has to be "Plod" or a DVSA Traffic Officer at a roadside check, but it's sobering stuff!
