But most of the aid has been spent by the donor countries on behalf of Ukraine. And obviously Ukraine are unable to say what this has been spent on, because they have no control over it.

Several MAGA Republican I have read quoted in the NYT or seen on Youtube. I can't remember their names. But it is a common talking point in MAGA world that Ukraine have been given $350bn but can only account for $80bn of it.
