Some meters had re-calibration periods of 25 years, some 10 years,,, so it did depend on what type of meter on the frequency of change.

I can never understand why a tamper proof design is not in use? Even a cut-out secured with torque screws would be a start??

Though be better if they did use security screws instead... I have a case of security bits in the van

I can't see how you could make a cutout tamper proof, short of installing it inside a vault or something.

fuse blows > cut out needs cutting out.

Perhaps if DNOs took tampering more seriously, people would be more wary of doing it. Example, meter readers being more vigilant.
