Victorian plumbing column radiators not getting hot

Hi

I recently moved to a new property and we had all the traditional radiators swapped for column ones. I had a heating engineer into fit these, at first all the radiators were working and getting hot, then in the coming days we noticed certain radiators not working. The heating engineer has been back to try "pull" come heat to the radiators which aren't working and balance them out. This helped to get the radiators that didn't work before to heat up but then the following day they are cold again, even the pipework to some of the radiators isn't getting warm, what could this be?

the engineer thinks there maybe too many radiators coming off of one drop in 15mm pipe so he is looking at swapping some of the pipework to 22mm to get more flow through the system.

To get a more rustic look we have on/off valves on each side of each radiator and not TRV's or Lockshields could this be causing a problem

Any thought, tips, recommendations?

Column rads can be awkward ,some are designed to have a baffle installed and a certain war round for flow connection have you checked the instructions ?
