voice editing

i want to edit some voice recordings i have on a dictaphone,i have transfered it to my pc,i want to cut and splice,i've looked in media player can't seem to find anything there?..any help please.

I was thinking 'M$ Movie Maker' but probably requires some file conversion - have used it, but only to add audio to a UTube .flv download... enables positioning and cropping within the movie time frame.
