I had a fire in my bathroom, the extractor fan caught fire, i have no window in my bathroom and the council have not yet fitted another extractor fan should they by law???

Yes, legally and morally.
 
I guess it's a council property? If so, possibly (I don't know what the terms are on council properties), if not, no.

i am assuming you are a tennent paying rent to wandsworth!!

have you asked them to replace the fan!!

have you sorted out any other repairs that should be covered by insurance !!
have you requested any other repairs

I dont know. Is it their building? Do you have a maintenance contract with them? Do they KNOW about the damage/event?
