Water damage

assuming the bulb was on when the flood hit i'd guess that the temperature shock slightly cracked the glass allowing the water to leak in.

Localised cooling of glass at its joint with the cap? For example caused by a trickle of water down it? If the joint opened up behind the trickle then some water would be "inhaled" by the bulb (which is at less than atmospheric pressure).
 
We have a light bulb in our office which is half full of water, and was still working when it was removed!

I have seen drum fittings full of water and still working.

Strange stuff that water.

Perhaps the bulb was always full of water but the disturbance caused by the flooding displaced some of it so that air managed to get in?
