That's the issue would they know there the cause?

Of course they would - turn a tap on, they hear the hammer, turn it off, then it stops. Obvious innit?
Wondered if was maybe a loose jumper or something in someone's stop tap. When the water hammer starts at night it's constant. Not something that stops when you open or close a tap
If you think that, then try turning a tap on in your house, see if the noise disappears.

I doesn't disappear
And when pressure goes up at night it starts vibrating and doesn't stop. Someone mentioned could be air pockets in the mains can't see it as high pressure
Next door did mention they get a humming sound from there pressure reducing valve at night. Could be this? Or it could be humming as getting the buzzing coming down the mains from another house
Ask them to turn off their supply at night, at the stop tap, as a trial.

Is it something a pressure reducing valve could cause. Like the diaphragm is bouncing up and down in it
When they mentioned it before they did say it stopped when they opened a tap
I know have just swapped stuff before when trying to diagnose water hammer and then the noise has carried on
