What are the options when applying for PP?

Im after some advice with regards to the chain of events when applying. I am planning to do my drawings but not 100% what happens, I understand whatever the outcome I can resubmit if needed.

Background. linked detached house with linked garages to next door neighbour. What I want is a rear single story extension, with roof balcony. I'd then want either access from upstairs room via door, or small spiral staircase outside from garden.

If i got permission, whilst work was being undertaken, I may also consider an extra bedroom above the single story garage, but this isn't essential.

What I'm not sure on is how to tackle it. Should I put planning in for it all then remove say the bedroom extension if its a no goer, on the chance it may help with the extension and balcony, or should I go for the smaller scheme first. i've got a pre planning meeting next week so may have a better idea then.

1. If I put planning in and get bad vibes, then resubmitted before decision day, does that use up my free resubmission?

2. If I put planning in without spiral staircase and was successful, can I then submit another plan with the bedroom extension added, but also make a small change like adding the spiral staircase(material change?) on the original plan, or would this need a 3rd application, and a new fee.

Balconys are not allowed under pd. I'd only do the rear ext with the balcony as it will eat into the garden. I've already had a side ext on the non linked side.
 
My guess is that you won't get permission for the balcony, so I'd rather do it the other way around, but good luck
 
A lot of roof terraces get approved by my local planning. One side would be privacy screen etc.

My main question is more about the amendments during the application. Does an amendment use up the second free go if made before decision date. And if permission was granted can an amendment be made to add the staircase or does this use another application?
 
It's very simple.

Apply for what you want. Then if need be remove what you can't have.

You get one free go via a withdrawal or resubmission.

Significant alterations after a decision attract extra fees or require a new application. During the application may require a withdrawal and new application using the free go.
