whats the safest ladders to use on 3 storeys

Ive got an old 3 storey building, I need to check guttering etc , do I just need to get 3 section alluminium ladders ?

I had a go today with some old ones that are quite heavy, I couldnt even get them up to 2 storey height !

also do you extend them once they are stood against the house ?

I already have a stand off which feels like its safer.

Ladders (like many tools) are safe when used properly by someone who knows how to use them.
You check the ladders before you use then.
Yes you run them up the wall.
You put the standoff on before you stand the ladders up.
You set the base so the angle is correct and the ladder is square (sandbags or proper levellers are good, random bits of brick or timber are bad).
Doing gutters at that height from ladders will be dull having to move them every 4 feet or so, you can probably hire a cherrypicker and get it done in an hour
 
Don't do it on your own .. much easier
Top section up first then what ever else is required
 
Personally I'd pay someone else to do it, bit then I do have acrophobia.
