Only Italy were the main European nation allied to Nazi Germany. Austria already had some Nazi politicians, this was in 1933, well before the outbreak of WW2. Austria later welcomed German Nazis with flowers.
Hitler attempted to break the impasse with Italy over Austria by sending Hermann Göring to negotiate with Mussolini in 1933 to convince Mussolini to press the Austrian government to appoint members of Austria's Nazis to the government

Later, Hungary, Bulgaria, Slovakia, Romania Croatia, and Finland became allies of Nazi Germany.
Czechoslovakia, Poland and France were occupied countries so had no choice.

Germany had some involvement in the Spanish civil war.

What is the normal diplomatic protocol between two countries not at war, and with diplomatic relations, when the leader of one dies?

Correct. The WWII winning strategy owes a debt of gratitude to the geographical location of Blighty. No doubt.

The USA still looks at strategic locations around the world in which to position their forces, should they need to attack remote countries. Sensible tactical warfare prep.

That's the reason they sacrificed so many lives taking Midway, Guadalcanal etc. Luckily the UK was occupied with friendlies.
