When to start using wall starters

Hi there
Quick question for you all with more experience than me (Newbie Extension selfbuilder)
Would you use the wall starters/crocodiles below the DPC on your tench blocks or would you use them only above it (and therefore not have you block work below DPC being "attached" to the old external back wall of the house)?

Above DPC.

You must however ensure that your facing bricks have been properly set out and to include the spacing formed by the wall starter.

We have come unstuck when setting out with tight perp's above DPC even though the engineering brick below has worked ok.
