Window handle not doing anything when turned

I have a upvc window that won’t latch and close. The handle moves freely but the mechanism doesn’t move. The mechanism won’t move by hand either.

The window is on the first floor so any help would be appreciated and even better if I can do it from the inside

You need to replace the window mechanism. You can buy universal ones. Not expensive or difficult for DIY
