Into which socket are you plugging the phone base station lead ?

If the phone doesn't work when plugged in this socket then -

the IDC connectors are not making contact with the wire,

The line has been parked by the exchange ( can happen if a routine line check does not find a master socket at the end of the line )

There was no telephone service .
 
Yeah, I did plug the phone line in, and I did punch out a new hole from the tabs now.

The 2 wires are connected but still no dial tone.

ok, I used a voltmeter and there is no current between the terminals.

What does that mean and what should I do?

If there is no significant voltage - next answer AndyPRK's question - 'So how long ago was this working?'
 
Using the probes, touch the bare metal end of the wires and see if you get a voltage now.

Need to be on 200V range I think and expecting 49V ?
 
I didn't connect the phone line into the socket when testing.

I used all the dial points on my voltmeter including AC/DC and Ohms. No current at all.

I touched the metal points on 2 and 5.

Last time it was working (when plasterers were here, was 5 months ago roughly).
