I used to get readings like that all the time in the factory I used to work.
These were still a hundred yards or so from the Txs but due to the size of the submain cables to the switchgear and busbars and steelwork parallel paths there remained very low impedance/high fault current potential !
 
It's a brand new supply we've just had installed to a property out in the sticks.

That's the line - line Ipsc by the way. The earth fault loop was only 2.5kA :lol:
 
I've had a 0.01Ω line to earth a few years ago in an old mill.

The switchroom backed onto the substation, and the incommer was around 195mm² :)
 
When my Alphatek flags up 0.01 Ohms, I usually think it's lying & press "start" again...!
