So he says he doesn't care what people think, but nevertheless keeps responding when they post, and when asked what he means by his responses is unable to explain them.

Ignoring civil actions, you cannot end up in court unless you have allegedly done something illegal. So if parking on a yellow line is not illegal then how do you end up in court? With what offence would you be charged?

The so called bits of paper I scanned were from the manual the college gave for doing the course with excerpts from the building regs and G3 but hey, f4nnyb4ws you believe whit you want to!

Yes - stated a number of times, but never once explained, despite an explanation being asked for.

As I said above, it is not the HSE posting things here that make no sense, it is you, so it is to you that I am addressing my questions.

And addressing them without using terms of abuse.
 
IMPORTANT NOTE TO THE INSTALLER
Read these instructions before commencing installation. Unvented cylinders are a controlled service as defined in the latest edition of the building regulations and should only be fitted by a competent person.
The relevant regulations are : England and Wales – Building Regulation G3 , Scotland – Technical Standard P3 , N Ireland – Building Regulation P5
After installation the Benchmark log book must be completed and left, with these instructions, with the householder for future reference.




The Ultrasteel’s stainless steel vessel carries a 25 year guarantee against faulty materials or manufacture provided that:
It has been correctly installed as per this document and all the relevant standards, regulations and codes of practice in force at the time.

From only one manufacture but I'd guess the others quote similar.
They do not define "competent person" but would if and when a claim were made under the warrenty.

And it's quite right that they do - their customers are paying for a professional service and have every right to expect that the company employs only qualified people.

But that's not the same as the law requiring anybody who works on them to be qualified.
