ensure holders of the qualification have knowledge of legislative and other drivers which support energy efficiency.

Goldberg, Just a very simple question for you, that has been asked before, but you seem to have difficulty answering it, what do you do for a living just so you don't feel alone, I will tell you what I do, I'm a plumbing & Heating installer, GSR, I have been in the industry for 28 years, now if you fail to answer such a simple question it will just show everyone the Fraud that we already think you are, so come on, redeem yourself.

As a supplementary exercise, try and keep your answer factual. Just as an experiment, see if you can leave out personal comments, disparaging remarks, abuse, meaningless jargon, assumptions, sweeping generalisations, and bizarre tangents of the English language that result from regional dialects. I know it will probably be hard, but have a go.

I'm off to see some customers and fix their problems - I'll be back later to check on your work.

Let's tally up the findings so far and deduct an answer.

The berk specializes in infinitely digging through totally pointless issues like: is fact A specified in the building regs document itself, or in a supporting document?
He can not actually answer any questions that require facts.
He is embarrassed about his job.
He doesn't actually know anything substantial about how to work with gas or a boiler.
He would like us to believe he is very knowledgeable and important.
He is the kind of guy that would argue Thomas Edison did not discover the lightbulb as we use it today.

I'm surprised and disappointed. I had expected at least one proud 6084 certificate holder to step up to the plate.

How ironic that 6084 aims to teach its students to eliminate the escape of hot air, and yet it's blasting through this topic like a desert storm.
