I just bought a flat at auction its been empty for about 2 yrs key meter but no key edf say I need a certificate of compliance before they will send me a new key, what is a certificate of compliance & what does it entail.

There is no such thing.

Ask EDF if a electrical instalaltion condition report limited to dead tests only will meet their requirements
 
The only way you can prove that the installation is "compliant" is by having an electrical installation conditional report done (EICR)
This would need to have schedule of inspection, schedules of test results which will involve both dead and live testing, so without power it would be impossible to do.
I think you need to contact the EDF and ask what they are actually requiring and why they consider the installation unsafe?
Then get a competent electrician on board and have the report done.

Not at all impossible, live testing would go down as a limitation.
A satisfactory EICR could still be handed over if the installation is deemed compliant on the basis of what has been tested.

The only certificate of compliance that I am aware of is when I inform the Local Authority Building Control that work requiring notification has been completed via NAPIT.
NAPIT then issue the customer with a Building Regulation Complaince Certificate.
However, DNO's do require an dead test EICR to be presented before they will reconnect a disconnected installation.
Some will also require the customer to provide them with a copy of the complete EICR within a set period of time.
