Because some numpty (who is used to having live as black) has connected up the other end and it was just too difficult/couldnt be bothered to redo it properly.

Imagine if some one 'taps in' to that circuit somewhere along the cable run though to feed some other piece of equipment?
Why?? Brown/Black/Grey is used for 3 phase too so is up to the installer to correctly ID what is what. Just utterly pointless to have brown as an additional earth.

He taps in assuming he has 3 phase supply. Switches on without testing, (and lets be honest, it does happen!), and suddenly he's fed his equipment on 2 phases and is totally stumped why its not working or working incorrectly.
I never trust G&Y tape.
Every would-be spark has a roll of it, and uses it to mend his sandwich box, hold cracked enclosures together, or tie up sagging cables. More often than not it is used for a purpose other than correct identification of CPC or earths.

The only thing I can think of is he's nicked the brown with a knife or saw, and didn't have any heatshrink.
That is totally the incompetent fool's fault.
Or maybe cut one shorter than he should have, ending up having to use them in a different way to planned? Maybe he's just trying to keep people on their toes?
It might not be the normal way of doing it, but it's not like brown is really any more of a phase colour than black or grey as far as the cable is concerned.
I'd be more concerned by the half-arsed attempt with the tape than the choice of cores.

Eample. Had a so called highly qualified electrical engineer ask me today why couldn't he fit an 80 frame motor to a 90 frame gearbox.

Simple answer, fella had a new roll of tape he wanted to try out.
