Yes does the heating come on when you run the tap?, it may be the diverter cartridge worst case but that price is someone who really doesn't want to do it.
If the hot tap is operated the boiler continues to fire even when the tap is turned off the closest rad is getting hot.

It may be the actuator aswell / instead but I could knock 72 quid of that price, spend all day at yours working on the boiler, sleep in a nice hotel before I wander home and feed my family the Christmas lunch of kings!
