The councilors are to blame, all senior town hall staff are terrified of councilors thoughts and thoughtlessness.

This was originally a correctly designed building with one fire escape, and fire compartmented flats, because the building was not flammable.

The councilors then decided to add flammable cladding, this makes the fire escape inadequate and fire compartmented flats are irrelevant because the flammable cladding allows flames to rapidly spread and jump from floor to floor. That's why these people died, corporate manslaughter.

Fair point tbh . dare say the EU had some type of quality mark on the materials

they also manu certain products specific for the UK market that they would not or could not flog in there own countries .

Its probably a number of small decisions that aggregated led to this fire. However what is clear is the environment within which these decisions were made is relevant.
