It doesn't matter what instructions were or were not followed; wrapping a tower block in flammable material is a daft idea.

So was wrapping the interior of buildings with asbestos coating's
manufacturing & installing asbestos guttering , S&VP, water cisterns toilet cisterns , floor tiles ,pipe lagging,artex etc ect in homes ,schools,hospitals etc etc
first case of what was assumed to be asbestosis was in ancient Greece some
what ?? 2000 years ago ????

No, just personal observation having worked in these sort of hovels.
Fitting flammable cladding to a building is madness.
Safety concerns seem to have gone out the window in favour of meeting EU co emissions targets.
As usual with the eu we are forced into things that we cannot afford.
It took nearly 3 million to clad the building.
Would have been cheaper to knock it down.
