That is a 2015 publication which relates to a pilot scheme. Not sure if it's implemented under current law. I wonder if the pilot has bailed out?Welsh Government link
Health and Safety was adhered to, all the correct boxes on the clipboard were ticked, everyone on site wore the right coloured hard hats, high viz vests, right spec safety shoes, fall arrestors, scaffold tags, all lifting gear was tested and certs were in date, risk assessment meeting held, radios on site were banned and "Considerate Builders" signs mounted all around the site so that people knew that the builders were all considerate people..... Everything that a young Unigrad could think of to help keep himself in a job inventing new regulations, but there was one monsterous, huge gargantuan oversight... What the jolly clever, superior intellect, university educated (The kind of clever bod who knows that Brexit is bad) completely missed is that someone was fitting completely the wrong materials for the project. I'll wager that the guys who were actually errecting the panels knew that they were wrong, but to question the clever bods is above their pay scale and would only have brought them grief, so they kept stum.. Health and safety isn't worth a carrot when Richard Heads are in charge. Why didn't the clever bods from the council (Some of them Labour Councils) notice?75 out of 75 blocks tested with cladding have failed. So leave these people to burn - elf & safety we don't need it in Victorian Britain.
The cladding has been up for some time, it is more of a risk to evacuate every building than it is to pay for a few night watchmen to patrol the buildings whilst the cladding is removed and the buildings made safe...Every one is now in backside covering mode so the folk get removed...
