If you meet certain criteria for disability, you can apply for a 50/ 100% discount on VED.

Even if you do not drive, you can apply for the vehicle used by your nominated driver.

According to the DVLA, if this is applied for, the relevant vehicle cannot be used by the nominated driver for their own personal use. It must only be used for the disabled person’s personal needs.

The Government giveth and then taketh away immediately.
 
They used to be a different tax group as well, I bought a car which was used by a disabled driver & had to go through hoops just to tax it, not sure if it's still the same.As for the discount, are all disabled people poor? Disabled bays should be charged at the same rate as normal parking spaces, gone are the days that disabled people don't work or earn money.
 
Yes, many are poor as many of them cannot work.

Regarding the VED, I would argue that use by the nominated driver IS for the disabled person's personal needs.

I expect the means testing would cost more than the revenue......

Some are: it's the proximity that (should) be the purpose, not the freebie.

My missus is a carer, and occasionally has to take her charges to hospital.
Parking in the disabled bay and displaying the charge's blue badge (she's a wheelchair user), she was later hit with a fixed penalty notice for not displaying a parking ticket.
Appealed, unsuccessfully.

The disabled spaces are chargeable at that hospital.
 
Disabled spaces at our local hospital is chargeable, (which we don't object to), and there are currently 2 separate areas. One is in the main car park which is ANPR controlled meaning you pay per hour but the first half hour is free for everyone. The second disabled area is on the forecourt near the entrances but is not ANPR controlled, i.e. there are no barriers to prevent you leaving without paying. This area demands you pay a minimum 1 hour fee of £2.10 and does not give you the free half hour. This was confirmed a few weeks back when I used it to drop my wife off for an appointment. I was walking her across the road to the clinic entrance when one of the gestapo, sorry security staff, told me I had to pay first. I explained I was dropping her off then going as she would be there all morning so was using the free half hour simply to make sure she arrived at the clinic. He told me the free half hour didn't apply to those spaces. Paid the charge as it would have taken longer to explain to him the unfairness of split rules for the same category of people. Appealed to the hospital and they refunded the fee which we then gave to charity. It was not the money it was the principle we objected to.
