No - I'm pointing out the relevant truths associated with various false promises and claims.
Nobody - no individual, no Prime Minister, no Government, no Parliament can do anything to constrain future PMs, Governments or Parliaments. That promise was totally false, completely undeliverable.

We had a referendum in 1975. The one in 2016 could not therefore have been "once in a lifetime", could it.
And even if he had, that law could have been repealed at any subsequent time.
His promises that "They can’t undo the decision we take", "It is irreversible", "We will leave Europe – for good" were always constitutionally 100% undeliverable.

I've not seen him say anything like "the referendum was falsely sold as once in a lifetime".
All I've seen is him repeating the same old lie that it was once in a lifetime. That is separate from the issue of the doctrine of parliamentary sovereignty, and is demonstrably unquestionably false. If two events are only 41 years apart they cannot be called "once in a lifetime". "Once in a generation", yes, but not once in a lifetime.
