Mower not starting

Neighbour seen me playing around with a mower & dropped theirs in for me to take a look for them.
They went to purchase this mower where the seller started it to show it works etc. Get it home & they are unable to start it.
Plug has a spare but I noticed a hold in the middle of the primer bulb. I thought straight away that was the issue but looking online to buy a replacement I see the sellers text mention This Is The Type Without A Hole ???

Around the bulb is a red plastic cylindrical cap.
I’ve removed that a then you need to use a screwdriver each side to the release the plastic clip that holds the bulb in place.

Can you advise anything about the mention of the hole ?

I removed air filter housing etc & pressing the bulb NO fuel is seen squirting across when I look down into the carb.

I removed spark plug & give it a squirt of WD40 in the plug hole thinking it would then start but it never. It did sound like it wanted to though.

Cylindrical red plastic wedding ring item that fits over the primer bulb & pushes onto the card body.
Primer bulb was black with a hole in it.
This carb is the type that sits on top the fuel tank & held in place with 5 Phillips screws.

I had a mower which carb/tank looked the same so now I’m thinking is the correct item a bulb with a hole in it, this type pumps air or is the bulb holes & I need one without a hole, which then primes fuel.

How do I tell which type I need ?
 
Attempting ones own repairs is fine as the cost of miss diagnosis is self borne but I do wonder if you have the experience to be attempting repairs on other people's machinery which can be stressful to say the least?

One bulb will have one pipe connection at the back, the other two. Either way, you need to see a jet of fuel in the carburettor with the air cleaner off.
On your carb the pipe is integral within the plastic moulding . If you see any fuel leakage from the bulb valve then replace it.
Replace the gasket/diaphragm between the carb and the tank, and clean the filter on the end of the dip pipe at the same time.

Working with car engines for 30 years will see me through no problem

This bulb looks like its all part of the carb.
You mention a jet of fuels,i know what you mean about this but i also read some dont squirt fuel but push aur into the carb which then pushes up the fuel.
 
Pressing the primer bulb, depending on the installation can either pump fuel directly into the carb or in this case shoots a jet of air across the main jet, effectively doing the same thing. Obviously its not a good thing to overdo it!
The carb you are tinkering with is very cheap to replace but the diaphragm and gasket I'm on about do lose their elasticity and replacing it with a genuine item is a good move.
This system is being phased out as the side valve engine disappears.

I'd try direct squirting fuel in to the carb and see if it starts. Then you know before spending on replacement parts.

No real need, Nige.....air will bleed back into the bulb through the valve..it's a different story if there's fuel there!
On the OHV Briggs system its vital that the gasket between air filter and carb is sound or air escapes and there isn't any fuel prime.
