Probably advisory. I recall a boiler (only a boiler off the meter nothing else) had a working pressure just below the makers spec'. We broke the seal on the meter regulator opening the regulator slightly until the minimum mb at the boiler, plus a bit more. It worked. Transco men (at the time) didn't care a hoot if the seal was broken.
All I'm saying is - those readings aren't due to differences in boiler design, only to reduced gas flow or maybe higher pressure at the meter (which would be dishonest, to put it mildly).

The YouTube video clearly shows the manometer measuring the gas burner pressure and not gas working/inlet pressure on the Potterton Profile boiler.
The 3 bods in that video are a bunch of clowns (I personally know them) as is fixitflav and hard-work.
The new boiler works very differently, that point he was emphasising. I assume a negative pressure gas valve of some description to draw the gas through the pipe from the meter.
The working principle of the zero/1:1 governor does NOT “draw the gas through the pipe” as stated above.
Fan pressure whether negative or positive acts upon a diaphragm (offset) and in turn regulates the volume of gas to burner/mixing chamber by bleeding-off pressure to the underside of working pressure diaphragm.
It clearly wasn’t “working pressure” but “burner pressure” that they were measuring on that Potterton Profile.
The inlet/working pressure on that Potterton Profile would of also shown >21mb.
Do you not know the difference between the burner pressure test point and inlet pressure test point on that Potterton Profile? Clearly not.
I just had another look with a full screen Youtube vid. Wow they did take the burner pressure which is to the right of White Rogers control valve. I cannot believe this. I am shocked! These GasSafe men are not competent?

So you required a “full screen” in order to ‘clearly see’ that the manometer tube was connected to the burner pressure test point as opposed to the inlet/working pressure test point which is located to the left side of gas valve? Lol what a fool.
