Adjusting metal soil pipe

Put your hand inside and feel if both couplings are fully inserted,Where did you get the coupling, it looks quite a complex molding?

Can I use solvent weld that I use on the white waste pipe?

One more thing, if I am okay to break the male down rule, could I not have kept the arrangement as it was?
 
Same as for white, its not breaking rules because once its welded its no longer a socket but part of the lower pipe with a push fit at the top
 
Just before I set it in solvent cement, I think this is right now?

I am okay to break the male down rule

There is no "male down rule". The trouble with the branch the way you had is the internal moulding - the branch pipe should sweep towards the main stack.
 
It's not a male down "rule" as such, but ring seal sockets should "receive" from above.

And, to get a surer connection of the branch spigot into the ring-seal socket below, the spigot can always be cut shorter @Jupiter01, you could have done this to readjust your heights after inserting the coupling.

And, as mentioned above, with solvent "weld", note that it's a weld (not a glued joint) so, with plenty of solvent, on both faces of the joint (male and female) the fitting and the pipe become one!

Of course, that's paramount... I didn't look closely enough at the OP's original photo, in situ, and was going to comment to him that it didn't look to be swept at all, later pic shows that it is AND, it adds to the male down/female up arrangement as shown in the product anatomy (y)
 
Unless a fitting has all sockets, i.e. double socket unions or 3 socket branches (y)

I always opt for solvent weld, which is np when all connections are sockets.
When I am forced to use ring-seal, the bottom connection is always a spigot.
I would point it out to the powers that be, if it wasn't.
