Valiant Boiler Central Heating Burner Constantly On

Hi I have a Valiant Combi (Home) 35 Boiler that is just over 2 and a half years old. We had an issue earlier in the week where the boiler was causing the rcd to cut the power, which stopped after a few hours. Presuming heavy rain may have got in the flue and caused condensation which dried up. Anyway since then the central heating symbol is constantly flashing with the boiler making noises as if it’s burning. However both of the thermostats ESI ESRTP4’s are set to off and I can’t work out why without manually turning the central heating off on the boiler. Not sure if has reset its settings or there’s a fault, thought I would check here before calling an engineer if it’s something simple?

Hi Novice, when’s the thermostats are off and the central heating light is on flashing the radiators are off and cool. But if I turn the heating on the thermostat they come on okay and heat up. Eco mode is on however have tried it off and still have the same issue...
 
Do you have zone valves fitted to your heating system ?
