I am converting my double garage to a kitchen. can I lay the power circuit wires on the hard core then pour concrete directly on top of it or do the wires need to be in a duct

Best practice is to put them in a duct/tube/conduit.

I'd also personally mark the location clearly for any future works or owners, you never know what will happen in the future

That sounds logical enough, but I'm not at all sure that, in practice it's significantly true, at least within a human lifetime - and I'm certainly not personally ever having heard of such a problem occurring.

However, I agree that ducting or conduit is much nicer, not the least in case one ever wants to change, or add to, the cable - a decent-sized duct with 'room to spare' would be the ideal!

Use something that ensures the cable you put through fits. I wouldn't use channel in the floor it horrid stuff at best. What you proposed is a better option or an oval or round conduit or trunking should also be fine

The PVC channel or oval tube is best for walls. For floors you need something that is (1) enclosed and (2) flexible enough to bend 90° (or has fittings to achieve this) from horizontal to vertical.
